any tips on Pip for a returning player?

All healing got nerfed because they nerfed Caut.
But Pip right now and also on PTS is one of the weakest supports in the game, just like he always has been. He and Grohk are the only supports that still has very inconsistent uptime on their healing and both suffer because of it. Damage is honestly better but still sucks. Evie's better in general, and she's not really in the best spot either. In other words, Pip probably shouldn't be played until they buff him.

as a DPS he sucks atm with catalyst, cuz he gets destroyed by pretty much any good hitscan, like Nessa, Vik or Andro, he just doesn't bring enough to the table to be played as a DPS, his dmg output is too low and inconsistent, but as a healer he can actually be solid in CERTAIN SITUATIONS

Pip may be the same but the concurrency got better. We got 2 strong new supports with Furia and Io. It might be similar to Fernando. The kit that was once viable is now compared to tank-pets and soul armors no longer good enough.

I'm not sure if you know this but as a support he's pretty much never been viable. Nando was god-tier for a decent amount of time during Beta. Pip, though, has pretty much always struggled. Damage Pip maybe not, but as a healer, he's always been rather close to the bottom.

Pip was never meta but he was viable as main support in ranked. I played him quite some time as such and had no problems to compete with other supports. There were Pip mains at the old board who played him as solo healer. I tried nowadays but it doesn't work anymore. One aspect I didn't mention is that his ult got nerfed. He once had the best ult in the game and now it's mediocre.
Pip was god-tier as flank. Flank-Pip always overshadowed Healer-Pip.

@M3RC3N4RI0 Pip is still a really good damage. He was absolutly broken before the damage nerf on cat. I use a different build than most but it seems to work pretty good for damage.

@Shadowpuppy Pip? Good damage? His DPS is barely above Barik and Ruckus, both on paper and in player stats. And his pick rate is lower than Lex...

I know 780 may not seem like a lot of damage but the 50% slow is what makes its very good.
Try this loadout, Buy Cauterize and Nimble round 1 and level them up evenly till you get them to three.Running around at 475 speed with the people your fighting at -50% movement speed.
