FPS lag with decent CPU and GPU

Maybe if you can get the stats that accumulate during a match it might shed some light on the issue.
This is what I got from my Ryzen system - maybe a year ago.
You can't rule out packet loss just because you're not using wifi. Ping some server for say 10 minutes and get loss stats. There is a program called winmtr that can do this and it also will tell which hop is failing if any. Still doesn't guarantee the path to the paladins server is good but it's a good check of your internet.
Had to remember how to do this.. I start the cap when the match starts and screen capture (Windows 10 game bar) near the end.
This is a shot from today. I currently have a cap set in Nvidia Settings @ 98fps.. It's also on a lower card (GTX 1050ti). The prior card was a GTX 1060 6GB.
All settings were on max, using d3d11 on 1440p and i think Paladins has a fps limit of 175 ish.
There is a config setting that can change the limit. ChaosEngine.ini , MaxSmoothedFrameRate

Just a note: I once changed it to 120 and a patch changed it back to 175. I ended up capping in Nvidia settings for another game that was crashing at higher frames rates. My monitor can only do 75 anyway so I don't care. As long as it doesn't tear I'm happy.
Your min was 97fps? Did you experience said lag during that run?

The 97fps minimum happens only when the fps actually matters, like in middle of a point fight or being flanked. This was also a strix game so that probably affected it by a decent amount.
My FPS doesnt actually go below like 160 unless of course im in an important duel or something similar.
Should maybe mention that this FPS instability/drops started happening only maybe 2 weeks ago. Before i could play with no issues. Do i maybe have to clean my PC, myb theres something blocking some important connection or something idk
Btw, my PC is a Lenovo Legion T530 maybe its easier to understand the specs if you see it for yourself.

You did install the Nvidia driver direct from Nvidia and not rely on Windows update, right?
Do you mean GeForce Game Ready Drivers? I install those over the Geforce Experience app. I'm not completely sure what drivers you mean.
Yes, that works. I update mine manually but that's me.
Did you by any chance run the ping test I suggested? I'm not convinced your problem is a CPU or GPU issue.

@U534621670 Sorry, I should have given some options and said to use a screen capture. The in game ping number is pretty much useless. If I'm reading your post correctly, you have 9% packet loss to the first hop? That's actually pretty bad ( a call to your ISP is in order). What type of internet is this? Depending on the modem it may have a web access screen where you can see your connection statistics. I suggest you look for this as it's likely showing errors.
If you post the same way I did, be sure to blank the first ip outside your local lan like I did.
This is ~2 min test to the same ip.. I'm in NA so the times are higher as it goes further away of course. BTW, the 100% loss on some hops is normal.
Here's my modem connection screen. I haven't restarted the modem in two months. It has some errors but it's not constantly increasing. A storm or something may have caused them.
