HRX 2019 and new hero IO

The new hero looks both cute and cool.
She also has a special costume which is related to HRX2019, but how to unlock it remains unsolved for me.
Is there going to be a special package like the previous years (see Fernando and Seris), yet to be released? Or is it something to buy outside the game?
