I'm not that good when it comes to Ruckus but the biggest problem I have seen so far from him is the fact that he moves way too slowly when firing and during the ult, especially during the ult (only a 5% walkspeed). My idea would be to either let him move a bit faster during the ult or give him more DR during it, probably a buff to 25%, I think the latter would be better.
